"Environmental certification in agriculture, aquaculture and fisheries: the impact of certified production methods on biodiversity"
As part of the French Climate and Resilience Law (2021), the French government is considering the introduction of environmental labelling on food products to inform consumers. The impact on biodiversity is particularly difficult to apprehend and quantify, including through Life Cycle Assessment (LCA) methods. To shed light on this issue, the French Ministries of Ecological Transition, Agriculture and Food, and the French Environment and Energy Management Agency (Ademe) have called on INRAE and Ifremer to document the impact on biodiversity of products derived from certified production methods. The study was carried out by a multidisciplinary committee of some twenty experts from ten public research and higher education organizations.
A dozen certifications for food products from agriculture, aquaculture and fishing were studied. This sample covers public and private, national and international standards, both cross-sectoral and sector-specific: organic farming, PDO/PGI, Label Rouge, HVE, sustainable fishing ecolabel, Demeter, Nature et progrès, Bleu-Blanc-Cœur, Marine Stewardship Council, Aquaculture Stewardship Council, the Round Tables on Sustainable Palm Oil (RSPO) and Responsible Soy (RTRS), and the Rainforest Alliance. Given the limited number of scientific articles published on the direct link between the majority of these certifications and biodiversity, the expert committee developed complementary approaches targeting the practices contained in the standards.
An original framework, comparable for marine and terrestrial environments, was first designed to qualify production or catching practices according to their link with biodiversity. The experts then examined the practices contained in the labelling specifications in the light of scientific knowledge. They also developed methodological approaches for assessing impacts on the basis of specifications or actual data on certified farms and fisheries. Finally, the economic structure and governance of the labels have both enriched and nuanced the analyses.
The conference will present the main results and considerations arising from this work. These will be discussed at a round table bringing together public decision-makers and stakeholders of the sector.
